February 10, 2025 – The CER Regulation, “For the provision of areas and photovoltaic solar systems of Rome Capital in favor of solidarity renewable energy communities” was presented at the Campidoglio, with which the city of Rome launches Renewable Energy Communities projects in various areas of the city, promoting the installation of solar systems on the roofs of its buildings, and aiming to make photovoltaics accessible and concrete.
While the Municipality is committed to building a photovoltaic system for each Municipality in favor of the Solidarity CERs (CERS), over a thousand surfaces on public buildings can be requested in concession from the CERS through the municipal offices. The forms for submitting requests are about to be released.
The second part of the conference aimed to address the issue of financing for the CERs for the construction of photovoltaic systems. It has emerged that the banking sector is not entirely ready to finance these newly established associations, on the other hand, entities such as Banco dell’Energia have already activated benefit-type initiatives also in Rome (CERS le Vele), while Federesco is promoting the creation of a public guarantee fund at MCC to encourage these loans.
The spokesperson of the Third Sector Forum Lazio expressed the importance of collaboration within the two European projects SUN4U and SUN4ALL, for the achievement of the objectives of social inclusion and environmental sustainability, highlighting the role of the Department of Social Policies of Rome Capital and of numerous territorial associations in the three years of training and information experiences of the Sun4all project which has been able to actively involve 200 families in energy poverty, bringing them closer to the CER model.
In the last part of the conference, dedicated to the Roman CERS initiatives, the common experiences in the development of four CERS with the consultancy and technical support of the SUN4U project were presented, among others, where the partners of Federesco, CITERA Sapienza, ScenarioB and Ecomedia are involved in the start-up of the CERS Casal Brunori (78 kW plant), the CERS Corviale (90 kW designed on the Rugby Arvalia plant), the CERS Quarticciolo (32 kW plant) and the expansion of the CERS Le Vele, with a second plant to be built on the nearby building that houses the Talete high school.
The SUN4U platform, a project that is concretely supporting the development of 10 energy communities in Rome, promotes the social aggregation of the CERs and is now available in the form of a free App for the entire national territory, downloadable from www.sun4u.it
